From what I've seen, the switches are at random. A large number of the targets know each other and ended up switching with someone they're familiar with.

--what? [ she pauses from her walk and lifts her bracelet up towards her face, looking at ed as though realizing belatedly that she is talking to him. she shakes her head. ] Of course I'm listening. I was just-- [ then her expression crumbles a bit, before asking: ] Have you checked up on Lucy?

[ and that's why she feels awful about this. lucy being in sigyn like her directly puts her under susan's care, more so than both her brothers. perhaps that's why she both expected and dreaded his answer.

[ there's a feeling of intense relief when he said that, but she's far from being completely done with worrying. ] You're sure of that, Edmund? Completely sure?

The houses we saw while we were exploring the city - those are the sort other Travelers have claimed for themselves. Speaking to the Asgardian in charge of the district's houses should do the trick.
